• Prepare the Commissioning Plan, ensuring that the Plan will achieve the scheme deliverables as agreed by the design team, construction team and department managers and supervise dry and wet commissioning and any relevant performance testing of the installed pipes, underground wells and other structures /pumphouses and guardhouses / and, ensuring quality and environmental standards are met at all times during the commissioning phase.
• Estimation of commissioning durations, writing commissioning plans Reviewing and updating the plan as necessary in consultation with the project team to reflect changes during the project.
• Ensure correct approval procedures are adhered to and all stakeholders including Project Employer and PMC are kept informed.
• Reviews the project technical documentation and the contractual requirements.
• Carry out the implementation of the plan as a whole in accordance with approved Commissioning Plan and Procedures
• Defines commissioning work packages and prepare the relevant procedures with the assistance of discipline engineers.
• Supervises commissioning field activities.
• Prepares the commissioning dossiers.
• Ensures safe execution of all commissioning activities through the application of the work permit procedure.
• Coordinates activities of subcontractors.
• Other related activities to organize project construction works’ acceptance by the State Commission.

Duty Location : Biokombinat and Shuvuun Fabric of Ulaanbaatar 

• Bachelor’s degree in Civil Engineering or similar field is required;
• He / she should have managed by completing at least one Commissioning work / experience in an international project or has experience in Commissioning of Water Transmission pipeline, which has similar complexity and size is required
• 15 years construction work experience 
• 10 years in similar work experience /commissioning works/
• Preferable if she/he has experience also with the ductile iron piping installation and pipeline hydrotest.
• Full knowledge of local rules and requlations as well as international standards related to the Construction commissioning of Mongolia.
• Able to speak and write English language.

In the framework of the second Compact Agreement between the USA and Mongolia, the Millenium Challenge Account Mongolia is implementing the construction project for increasing the water supply of Ulaanbaatar city by building new groundwater wells, pipelines, new groundwater purification and wastewater recycling plants, and water data management system. The "Construction of Groundwater Wells and Conveyance" project is one of those construction projects and it aims to build down-water wells and pipelines.
