FIRE – the Flagstaff International Relief Effort – is looking for a dedicated and detail-oriented professional to help manage our human resources, finance, logistics, and day-to-day operations. This role is crucial to keeping our programs running efficiently and in full compliance, while supporting our mission to improve liver health and eliminate hepatitis in Mongolia. Job Title: Finance and Operations Manager Location: Ulaanbaatar Office, City center Reports To: Executive Director Start Date: October 1, 2025 (Applications accepted until filled) Working Terms: Part-time position, 4 hours a day, Monday-Friday, 9:00 AM to 1:00 PM May increase to full-time as FIRE Projects’ programs increase Occasional travel may be required. Vacation time is determined by Mongolian law. Salary is competitive and based on experience. It will increase with hours increase, and performance. Job Summary: The Finance and Operations Manager will oversee the daily financial responsibilities and adherence to Mongolian and international laws. They will also support planning, coordination, and execution of logistics and operational processes. As a small organization, flexibility, open communication and integrity are essential for our dynamic team. Key Responsibilities Human Resources & Compliance Prepare and manage contracts for staff, contractors, and vendors. Ensure compliance with labor laws and organizational policies. Coordinate mandatory staff trainings and legal updates. Maintain up-to-date compliance records and documentation. Ensure all operations meet local and national regulatory requirements. Financial Management Calculate and process employee salaries, taxes, and payments to contractors and vendors. Maintain accurate financial records in compliance with Mongolian law and donor requirements. Work with external accounting firms on reporting and audits. Develop and manage program and project budgets.Monitor expenses, control costs, and negotiate contracts with vendors. Operations & Planning Oversee day-to-day operations and support strategic planning with the leadership team. Identify and implement process improvements to enhance efficiency. Manage procurement, logistics, and supply chain activities for both office and field operations. Qualifications: Bachelor’s degree in finance, accounting, economics, or a related field. Proficient in written and spoken Mongolian and English. Experience in logistics, operations, financial management, or a similar role. Knowledge of Mongolian laws, procedures, and regulations. Experience coordinating activities outside of Ulaanbaatar. High standards of integrity, honesty, and professionalism. Strong leadership and team management abilities. Excellent communication, negotiation, and interpersonal skills. Skilled in problem-solving and data-driven decision-making. Highly organized with the ability to manage multiple tasks effectively.
